DRAFT CHARTER FOR THE AUSTRALIAN LOGISTICS COUNCIL

MISSION

The Australian Logistics Council will:

· Provide leadership within the freight logistics industry by encouraging industry collaboration on issues of mutual interest;

· Provide advice to an governments on logistics matters that relate to the mutual interests of the freight logistics industry;

· Improve the image and profile of the freight logistics industry to encourage greater acceptance by governments and the community of the important role the industry plays in our economy;

· Lead in the implementation of the Australian Logistics Industry Strategy .

MEMBERSHIP

The Australian Logistics Council will comprise:

· A Chair (currently the Minister for Transport and Regional Services);

· Eminent and respected business leaders from the freight logistics industry and users of freight logistics services;

· A senior official from the Commonwealth Department of Transport and Regional Services. and senior officials representing the State/Territory and Local government agencies; and

· Leading experts in specialist fields as deemed necessary by the Council Chair.

Members will be appointed by the Federal Minister for Transport and Regional Services.

ACTIVITIES

The Australian Logistics Council will:

· Develop future agendas that will result in Australia becoming world's best-practice in the delivery of logistics services.

· Develop an implementation plan for Australian Logistics Industry Strategy, setting priorities and milestones to measure progress;

· Develop linkages with related initiatives at State, Territory, regional and local levels; .

· Evaluate and report progress annually through a stakeholder forum and a public written report; and

· Draw on the resources of the freight logistics industry to organise and conduct itself as necessary to achieve its mission.

The Australian Logistics Council will be supported by a Secretariat provided by the Department of Transport and Regional Services.

Draft Operating Procedures.

Membership

· Appointment to the Council will be determined by the range of interests

and resources required to adequately address the diverse nature of actions requiring implementation.

· Members wishing to resign should do so in writing to the Minister.

· If required, the Minister will call for nominations from the logistics and associated industries to fill vacated positions and the Minister in consultation with Council members will select the new member/s.

Meetings

· The ALC will meet four times per year.

· Meetings will be held at a mutually agreed place and time-

· Meetings will be carried out over one working day unless otherwise required.

· At each meeting the date and venue of the next meeting will be decided upon.

Meeting Attendance

· Members are encouraged to attend all ALC meetings.

· Designated delegates can attend meetings if the appointed member is unable to attend.

External Representatives

· From time to time the Council may choose to invite a representative of a particular industry or other body to address Council.

Decision Making

· Decisions will generally be made by consensus.

· In the event that consensus cannot be reached, differing views will be recorded.

Meeting Papers

· Agenda papers will be circulated two weeks prior to meetings.

· A meeting record will be prepared within two weeks following each meeting, submitted to the Chair for initial clearance and then to members for comment. Once members agree to the meeting record it will be used to produce a shorter summary of outcomes that will be made available to the public by posting on the ALC website. The meeting record itself will be confirmed at the following ALC meeting.

Attendance Costs

· Members are responsible for funding their involvement on the ALC.

Evaluation

· The ALC will develop an evaluation strategy to assess progress with implementation and the impact of the Australian Logistics Strategy.

· Major evaluations will be completed after three years, and again, after five years of operation.

· The evaluation process should involve a thorough appraisal of the effectiveness, efficiency and appropriateness of the impact of each action in meeting it's objective.

· Evaluations will include inputs from industry, governments and other stakeholders and be advertised to attract a wide range of contributions.

· The ALC will hold an annual forum of key stakeholders to evaluate progress.

Reporting Requirements

· The Australian Logistics Council will provide publicly an annual report on the implementation of the Australian Logistics Industry Strategy and individual members will promote Council activities through their own stakeholder networks.

· .Steering Groups are to report on their activities and the outcomes of their meetings, through the Secretariat, at each Council meeting. Steering Groups are required to provide the Secretariat with reports at least three weeks prior to the next Council meeting.

Secretariat

· The Department of Transport and Regional Services (Department of Infrastructure, Transport, Regional Development and Local Government) will provide secretariat support to the Council.
